Is an IAS Officer being Punished...



SHOULD there be a FIXED TENURE for IAS officers? Yes...or No..!! This question is resonating in almost all national news channels with Yes or No voting bars from the very day of 46th transfer of Ashok Khemka, a senior officer of Haryana who expressed his recent transfer as "painful" on social networking site Twitter on 1st of April 2015. On the other hand, ML Khattar-led BJP government of Haryana labelled it as "ROUTINE" transfer and said, "there is nothing special or extra-ordinary in this, Khemka is an honest officer and officers gets .their transfers as per needs."

Supported by several voices of bureaucrats Ashok Khemka senior officer of Haryana who has doctorate in Computer Science besides Master's degree in Economics and an MBA degree, expressed his grief on Twitter but also have raised a valid point to discuss an upright issue. Facing 46th transfer in 22 years of his tenure, Khemka, had several transfers wherein his longest transfer last not more than 18 months and shortest 11 days. His tenure in Personnel & General Administration in March 1999 continued for 9 months but was transferred within 11 days of promotion as Joint Secretary.

During the UPA regime in 2014, Khemka tried hard to raise a legal probe on Robert Vadra land-dealing case of his two real-estates DLF and Skylight Hospitality Pvt. Ltd. But the case was touted eventually by then CAG report, Khemka confessed in his Twitter account.

From his transfer to Land Revenue Department to Transport to now Archaeology and Museum Dept., whenever Khemka stepped-up to lid off corruption he faced his unconsequential transfer. Although many union bureaucrats and former ones too supported the raised voice of Khemka for an invention of change but the govt. clears its stand in media glare reckoning it as administrative matter and defended  the allegations by saying "officers are being transfer as per needs."

The government v/s bureaucracy intensifies after not just Khemka's voice but many collective voices together who supported vehemently Ashok Khemka including Pradeep Kasni, M M Subramaniam, Anil Vij etc. The change of guard at the centre and at the state has changed nothing for an honest officer Khemka, who took his every step in a bid to get a progressive report of given Commissions to him like Land Revenue, Transport etc. but the "ROUTINE TRANSFER" of no matter former or union govt. led him down that he eventually expressed his grief on Twitter.

Raise the need of fixed tenure for IAS officers who face obstructions like "Routine Transfers" in their way of development...
